Since the 40nm chip design has started before Globalfoundries was even launched, and before AMD fabs decided to go for the bulk market production, we can assure you that there won't be any Globalfoundries' 40nm chips for ATI.
The development process takes almost two years from the first sketch until the final silicon, which gives you a clear idea that it was mission impossible for Globalfoundries guys to start 40nm GPU production that fast.
The second part of the problem is that you have to design chips separately for TSMC, UMC or Globalfoundries as they all use different libraries.
The next generation, whether it's 32nm or 28 nm stands a big chance to end up being manufactured by Globalfoundries but we are talking about 2010.
