When AMD decided to do the Phenom Black edition it took only six weeks to tweak the cores and unlock the multiplier.

The black edition core and the standard Phenom cores are a bit different, as the Black edition doesn’t have the multiplier locked and it takes an additional touch to make it. Sources inside the company have told us that it took them roughly six weeks longer to make the black box CPU than the normal one.

It is a small procedure but you still have to change something on the chip itself. The same sources indicate that Black box is something that AMD plans to carry on with, as enthusiasts simply adore the unlocked chips.
