The rumour’s source is @Tech_Reve who tweeted that AMD, Samsung and Qualcomm have decided to jointly work on the FSR to compete against NVIDIA's DLSS and Apple's MetalFX upscaling tech.
Once it is fully baked the tech will find a home in smartphones since AMD's laptops and desktops already use FSR.
AMD's FSR technology is much more flexible than DLSS and MetalFX range of hardware because it is largely hardware-agnostic. It should not take much for Samsung and Qualcomm to get it working on their hardware.
Samsung uses AMD's RDNA GPU IP for its mobile Exynos chips and Qualcomm needs FPS-boosting tech for its upcoming Snapdragon 8 Gen 3 SOC for high-end mobiles.
The use of AMD FSR within smartphones will be a significant development for Arm and Android-based devices.
