In addition Yudintsev claims that Microsoft has some other “unspoken limitations” for free-to-play titles that have more to do with the if the account manager likes your project or not, rather than a general set of rules. Yudintsev says that they have found Sony’s policies more open and a better fit for the developer.
As far as we know, Mircosoft has never said that cross-play between the consoles and the PC was prohibited or restricted, but it has to be implemented in such a way that it provides a good experience for both players. It is difficult to say how this is or would be applied to if a game would or would not be approved.
