The White House is rushing to patch up relations with its allies by promising never to spy on them again. In a move which seems to be part of any Civ V game, the US has promised not to spy on them any more and has pledged to reign in its spooks.

European leaders are incredibly miffed that the US appears to have suddenly gone mental and arogantly started treating them like enemies. The NSA tapped the mobile phone of German Chancellor Angela Merkel and conducted widespread electronic snooping in France, Italy, Spain and elsewhere.

Now the White House has said that it will review intelligence collection programs with an eye to narrowing their scope. White House spokesman Jay Carney said it was more important to start collecting intelligence in a way that advances US security needs and that it does not just do it because it can.
