South Korea's Samsung appears to have decided that the days of working in the Far East are over and it is time to find another third world country to move to.

The world’s number memory-chip maker, said it has completed talks with the state government of Texas. The plan is to invest $3.9 billion to expand system-chip production lines and that the expansion would proceed. Our guess is that the deal will involve lots of sweeteners like tax cuts to make sure that the unit cost of chip is below what Samsung would have to pay in China.

On the plus side it will give some out of work Americans some jobs, or if they don’t want them, a few Mexicans.
